The arithmetic

365 ÷ 7 = 52 remainder 1. So a common year is exactly 52 weeks and 1 day, and a leap year (366 days) is 52 weeks and 2 days. As a decimal, that's 52.14 or 52.29 weeks. There is never a year with 54 full weeks, and never one with only 51.

That leftover day is why the calendar drifts: whatever weekday a year starts on, the next year starts one weekday later (two after a leap year). It is also why week-numbering systems occasionally need a 53rd numbered week to absorb the drift.

When a year has 53 numbered weeks

Under ISO 8601, weeks belong to the year that contains most of their days. The leftover days pile up at the edges, and in some years they form an extra numbered week. The rule:

A year has 53 ISO weeks when January 1 falls on a Thursday — or, in a leap year, on a Wednesday or Thursday. All other years have 52.
